I had to research this - given that it had a Packard look to it and was sporting Woodlites. What’s probably the most complete information out there is in a comment to this post . Thompson Auto Body coachwork on a ‘29 Packard Speedster, from D. E. McDaneld’s Packard dealership, for Lt. J. R. Glasscock.

I know that “puller” style wind tunnels get better flow, and there are faint lines indicating there may be a screen... but this is is still stupid.
